Position Summary

We are seeking an experienced and mission-driven Senior Program Manager to lead a statewide initiative focused on Electronic Health Record (EHR) upgrades and replacements for rural healthcare providers across Maine. This role will oversee program design and implementation, manage a transparent and equitable RFP and funding process in partnership with the State of Maine, and provide strategic and operational support to participating healthcare organizations throughout EHR selection, implementation, and integration.

The ideal candidate should be a healthcare leader who brings deep experience with EHR implementation and integration in diverse healthcare settings, a strong understanding of the unique challenges facing rural providers, and the ability to bridge technical, operational, and policy perspectives. This role also requires a collaborative leader who can work effectively with state agencies, healthcare partners, vendors, and internal teams to improve access, quality, and sustainability of healthcare through modern health IT infrastructure.

Job requirements

Senior Program Manager – EHR Modernization (Rural Health)

Location and work environment: Maine (Hybrid/Remote with instate travel)

Grade Level: 7 

Anticipated Salary: $88,000-$105,000 

Program Leadership & Strategy

  • Lead the planning, launch, and execution of a statewide EHR modernization initiative serving rural hospitals, clinics, federally qualified health centers (FQHCs), nursing homes, mental and behavioral health organizations, and other healthcare partners.

  • Develop program goals, timelines, milestones, performance measures, and risk mitigation strategies aligned with State priorities and funding requirements.

  • Apply a rural health equity lens to program design and implementation, ensuring fair access to funding and technical assistance for organizations with varying levels of capacity and readiness.

State Partnership & RFP Management

  • Work closely with the State of Maine to design and administer a transparent, competitive, and equitable RFP process for healthcare partners seeking funding for EHR upgrades or replacements.

  • Support development of RFP materials, evaluation criteria, scoring methodologies, and applicant guidance.

  • Coordinate proposal review processes, including stakeholder engagement, conflict of interest management, documentation, and award recommendations.

  • Ensure compliance with state, federal, and funding source requirements throughout the procurement and award lifecycle.

EHR Implementation & Technical Oversight

  • Provide program-level guidance and oversight for EHR selection, implementation, migration, optimization, and integration activities across participating organizations.

  • Support partners in navigating complex EHR challenges including interoperability, data migration, user adoption, workflow redesign, vendor management, and long-term sustainability.

  • Collaborate with technical teams and subject matter experts to identify best practices, shared resources, and opportunities for standardization where appropriate.

Stakeholder Engagement & Technical Assistance

  • Serve as a primary liaison between the State, healthcare partners, vendors, and internal project teams.

  • Build strong relationships with rural healthcare leaders, IT teams, clinicians, and administrative staff to support successful adoption and change management.

  • Identify common challenges across partners and coordinate targeted technical assistance, peer learning opportunities, and shared tools.

Monitoring, Reporting & Continuous Improvement

  • Track program progress, budgets, performance metrics, and outcomes across all participating partners.

  • Prepare regular reports and briefings for State partners, leadership, and funders.

  • Capture lessons learned and translate them into actionable improvements for current and future digital health initiatives.

Position Requirements:

  • Bachelor’s degree in health administration, public health, information technology, business, or a related field (or equivalent combination of education and experience).

  • 7+ years of progressive experience managing complex healthcare, health IT, or digital health initiatives.

  • Demonstrated experience with EHR implementation, upgrade, or replacement projects, including integration with clinical workflows and other health systems.

  • Strong understanding of healthcare operations across multiple care settings.

  • Experience working with rural or resource-constrained healthcare organizations.

  • Proven ability to manage grants, contracts, or public sector funded programs with multiple stakeholders.

  • Excellent communication, facilitation, and relationship building skills.

  • Comfort working across technical and nontechnical audiences.

  • Ability to travel within Maine as needed.
