Position Summary

We are seeking a Technical Advisor, EHR Modernization to provide expert training and technical assistance in EHR implementation across healthcare and public health settings. This role will support the effective adoption and integration of a statewide EHR modernization initiative serving rural hospitals, clinics, federally qualified health centers (FQHCs), rural health centers (RHCs), mental and behavioral health organizations, and other rural healthcare partners.

Key Deliverables 

  • Deliver high-quality technical assistance and training to participating healthcare organizations and partners.  

  • Support successful implementation and optimization of EHR modernization initiatives across rural healthcare settings.  

  • Develop and maintain training curricula, implementation guides, workflow tools, and technical resource materials.  

  • Assist healthcare partners in improving digital health adoption, operational efficiency, and user engagement.  

  • Contribute to measurable improvements in EHR utilization, interoperability readiness, workflow integration, and staff competency.  

  • Maintain accurate documentation of technical assistance activities, implementation progress, and performance outcomes.  

Candidates should be based in Maine or willing to relocate. Relocation expenses will not be covered. Some travel within the State of Maine will be required.

Grade Level:  5

Anticipated Salary: $65,000-$75,000

Key Responsibilities: 

  • Develop, deliver, and evaluate training programs for healthcare and public health staff related to EHR modernization, workflow redesign, and digital health adoption.  

  • Provide individualized technical assistance to healthcare organizations, public health agencies, and community partners throughout planning, implementation, optimization, and post-go-live phases.  

  • Support healthcare organizations in assessing operational readiness, workflow integration, user adoption, and change management strategies.  

  • Collaborate with clinical, operational, technical, and administrative stakeholders to facilitate successful implementation of EHR improvements and interoperability initiatives.  

  • Assist organizations in identifying and addressing barriers to digital health adoption, particularly in rural and underserved settings.  

  • Develop implementation resources, user guides, training materials, and best practice documentation.  

  • Track technical assistance activities, training outcomes, implementation milestones, and performance metrics to support reporting and continuous quality improvement.  

  • Monitor emerging trends, regulations, and best practices related to EHR modernization, interoperability, telehealth, and digital health transformation.  

  • Participate in statewide and regional meetings, partner engagement activities, and collaborative initiatives related to health IT modernization.  

  • Support compliance with applicable federal and state healthcare technology standards, privacy requirements, and reporting expectations. 

Core Competencies: 

  • Expertise in EHR systems, telehealth, virtual care, or health IT implementation. 

  • Strong instructional design and adult learning skills; ability to deliver engaging, effective training. 

  • Experience providing hands-on technical assistance in healthcare or public health settings. 

  • Knowledge of clinical workflows, operational processes, and integration of digital solutions. 

  • Excellent communication, presentation, and relationship-building skills. 

  • Ability to analyze data and provide actionable recommendations to improve implementation outcomes. 

Qualifications: 

  • Bachelor’s degree in Public Health, Health Administration, Health Informatics, Nursing, Health Policy, or related field (Master’s preferred but not a requirement). 

  • 3–5 years of experience in healthcare operations, or health information technology support. 

  • Experience working in rural or mixed urban–rural healthcare settings is desirable.

  • Collaborative, proactive, and solutions-oriented. 

  • Strong commitment to improving healthcare access, quality, and equity through digital innovation. 

  • Adaptable and comfortable navigating evolving healthcare environments and technology trends.
