This position supports a multi-year, federally funded initiative focused on strengthening rural healthcare systems in Maine through Electronic Medical Records (EMR) modernization. This role will lead the administration of approximately $30 million in EMR modernization funding, supporting more than 70 rural healthcare organizations statewide.

Job requirements

Program Director - Grants Administration (EMR Modernization)

Grade Level: 9
Anticipated Salary: $154k - $164k annually, but may vary from this range dependent on successful candidate’s location
Reporting Relationship: Chief Operating Officer

The Program Director serves as the senior administrator responsible for planning, implementing, and overseeing approximately $30 million in EMR Modernization funding awarded through Maine’s Rural Health Transformation Program.

The Director provides leadership for the statewide grants program supporting over 70 healthcare organizations implementing Electronic Medical Records (EMR) upgrades, replacements, and interoperability improvements.

The position ensures that all funding activities comply with applicable federal and state regulations while achieving project objectives, maintaining fiscal accountability, and advancing statewide healthcare transformation.

This position serves as the primary authority for grants administration, funding oversight, compliance, reporting, stakeholder coordination, and risk management.

This position combines executive program leadership with the rigor of federal grants management and healthcare transformation, making it well suited for an experienced leader capable of overseeing one of Maine’s largest health information technology investments.

Location And Work Environment

Job responsibilities require periodic travel to and within Maine to meet with healthcare organizations, attend statewide meetings or public forums, coordinate with funders and stakeholders, and support project-related activities across the state.

This role supports a statewide EMR Modernization funding initiative and requires regular coordination with healthcare organizations, vendors, funders, internal leadership, finance, compliance, and program teams.

Qualifications, Skills and Experience

Required Qualifications

  • Bachelor’s degree in public administration, Healthcare Administration, Business Administration, Public Health, Finance, Information Systems, or a related field

  • Master’s degree preferred

  • Demonstrated knowledge of federal grant administration, Uniform Guidance / 2 CFR 200, federal procurement standards, healthcare reimbursement, healthcare operations, EMR implementation, change management, organizational development, financial management, risk management, and performance improvement

  • Preferred certifications include Project Management Professional (PMP), Certified Grants Management Specialist (CGMS), Grant Professional Certified (GPC), Healthcare Information and Management Systems certifications, or Lean / Six Sigma certification

Experience

  • Minimum of 10 years of progressively responsible experience in administration of large federal grants, healthcare program management, budget administration, contract management, compliance oversight, and executive leadership

  • Extensive experience managing large federally funded grants or cooperative agreements

  • Strongly preferred experience with CMS-funded initiatives, rural healthcare, Electronic Medical Record implementation, Health Information Technology, digital health transformation, and multi-million-dollar grant portfolios

  • Experience overseeing grant administration, funding distribution, regulatory compliance, risk management, stakeholder engagement, and program performance
