The BIMEP Information Management Systems Officer leads the development and implementation of health information systems, with primary responsibility for DHIS2 implementation and management while supporting broader monitoring, evaluation, and learning activities. This position works in close collaboration with the Director of Health Information Systems at the Ministry of Health and Social Welfare and other MOH programs to strengthen national health information systems. The role requires strong technical expertise in data management and analysis, combined with the ability to build capacity among national staff and support high-level strategic initiatives. Working under the guidance of the MEL Advisor, this position plays a crucial role in strengthening national health information systems and building capacity for data-driven decision making. The role offers a structured pathway for professional growth and development toward senior MEL leadership.

 

Key Responsibilities:

 DHIS2 Leadership & Implementation

  • Lead the development and implementation of DHIS2 for the national health system

  • Coordinate DHIS2 integration with other health information systems

  • Build capacity in DHIS2 use and management

National Health Information System Strengthening

  • Support the Director of HIS at the Ministry of Health

  • Participate in national health committees

  • Coordinate with other MOH programs

Technical Support & Data Management

  • Lead advanced data analysis activities

  • Develop and maintain analytical databases

  • Support research and publication activities

Capacity Building & Knowledge Transfer

  • Design and implement comprehensive training programs

  • Build analytical capacity among national staff

  • Document processes and create learning resources

  • Support national staff training in data management

  • Participate in professional development activities

Program Support & Coordination

  •  Support MEL Advisor in program implementation

  • Assist with operational research

Job requirements

Required Qualifications

  • Master's degree required in Public Health, Computer Science, Information Systems, Biostatistics, or related field

  • Minimum 3 years experience in health information systems implementation

  • Demonstrated expertise in DHIS2 implementation and management

  • Advanced programming skills in R, Python, or similar languages

  • Strong database management skills (SQL, PostgreSQL)

  • Experience with statistical software (R, STATA)

  • Proven experience in data analysis and visualization (Power BI, Tableau)

  • Knowledge of GIS and spatial analysis

  • Experience in capacity building and training

  • Track record of contributing to technical publications

  • Excellent written and verbal communication skills in English and Spanish

  • Strong analytical and problem-solving abilities

 

Technical Skills

  • Advanced proficiency in:

    • DHIS2 configuration and customization

    • Database design and management

    • Statistical analysis and modeling

    • Data visualization and dashboard development

    • Programming (R, Python, SQL)

    • GIS tools and spatial analysis

    • Research methods and study design

    • Technical writing and documentation 

  • Working knowledge of:

    • Health system strengthening approaches

    • Public health surveillance methods

    • Monitoring and evaluation frameworks

    • Data quality assessment techniques

    • Training and capacity building methods

    • Scientific publication process
