We are looking to bring on board a SNAP Outreach Planner. The SNAP Outreach Planner must have an understanding of families in poverty, the barriers they face, and social service programs available including SNAP. Having specific knowledge of OFI programs, policies, and procedures, SNAP eligibility and the Automated Client Eligibility System (ACES) is highly desired. The candidate must have the ability to follow all Department policies and processes and interpret and apply SNAP program rules. The SNAP Outreach Planner must be able to explain program rules and processes to agencies and potential applicants. The SNAP Outreach Planner must understand contracts and contract management. Having the ability to compile, assess and analyze statistical data is essential. The SNAP Outreach Planner must have well-developed oral and written communication skills, strong interpersonal and presentation skills, a high level of professionalism, and integrity in all interactions.

The successful candidate will bring proven experience in developing and managing program communications, with strong skills in content creation, outreach strategy, and stakeholder engagement. They will be adept at translating program goals and data into clear, compelling messages and will be familiar with managing communications across multiple platforms and audiences.

Essential Job Functions:

Coordinate efforts and oversee SNAP and SUN Bucks Outreach with contracted agencies, partnering departments, and community partners to:

  • Ensure efforts are focused on defined target populations

  • Educate organizations that serve target populations on SNAP Outreach opportunities

  • Work with OFI and DHHS Division of Contract Management (DCM) team to ensure reimbursements and other contract activities

  • Development of flyers, social media posts etc.

  • Participation in SNAP related and SUN Meals events

  • Maintaining the SNAP OFI web pages

  • Coordinating with other State agencies for SNAP and SUN Meals

  • Training OFI staff about SUN Bucks and Outreach

Please note, because this position is embedded at Maine DHHS, this position is required to work in-person at a Maine DHHS Office at least two days per week and will follow the State of Maine Tele-Work policy.

While this position is embedded at the Maine DHHS, you will be a member of MCD Global Health. Job requirements

Knowledge, Qualifications and Skills Required:

  • A bachelor’s degree in social services or a similar area and four (4) years of related work experience. Equivalent related experience may be substituted for education on a year-for-year basis. Valid Driver’s license and reliable transportation required.

  • The SNAP Outreach Planner must understand circumstances for families in poverty, barriers they face, and social service programs available including SNAP. Having specific knowledge of OFI programs, policies, and procedures, SNAP eligibility and the Automated Client Eligibility System (ACES) is highly desired.

  • The candidate must have the ability to follow all Department policies and processes and interpret and apply SNAP program rules. Including being able to explain program rules and processes to agencies and potential applicants.

  • The SNAP Outreach Planner must understand contracts and contract management.

  • Statistical analysis- the ability to compile, assess and analyze statistical data is essential.

  • Able to build and maintain strong working relationships with diverse partner organizations.

  • Ability to exercise good judgment within a context of competing priorities, agendas, and partner sensitivities.

  • Highly motivated self-starter with the ability to work independently.

  • Exceptional writing and interpersonal communication skills and demonstrated cultural competence are essential.

  • Experience with Microsoft Office (Outlook, Word, Excel, Power Point, Publisher) and Canva.
