We are seeking a Surveillance, Monitoring, and Evaluation (SM&E) Senior Manager. The Surveillance, Monitoring, and Evaluation (SM&E) Senior Manager will serve as key personnel, collaborating directly with the MCAPS Chief of Party (COP) to ensure the successful delivery of an integrated and cohesive program monitoring and evaluation (M&E) portfolio. She/He will provide strategic insights that will be critical in guiding the central and provincial MCAPS teams to identify and refine key performance indicators, establish effective monitoring processes, rigorously evaluate program outcomes, and lead the documentation of results, generating comprehensive technical reports and lessons learned to continuously advance the MCAPS project goals. She/He will provide technical assistance to the National Malaria Control Program (NMCP) at all levels to implement malaria control program initiatives focused on SM&E.

Scope of work

  • Work closely with the MCAPS COP, Technical Director, and SM&E teams at the central and provincial levels to ensure that surveillance systems and M&E systems are robust and high quality to support surveillance and timely response and are aligned with the health management information system (HMIS). Extensive participation in the development of the MCAPS annual work plan across all matters of project implementation.

  • Participate in the senior management team of the project.

  • Work closely with the MCD Home Office team to continuously improve MCAPS initiatives and collaborate with MCD to demonstrate the impact of MCAPS as needed.

Surveillance leadership

  • Ensure the successful implementation of surveillance, including case investigations, foci investigations, malaria epidemic/upsurge investigations, plan of action and response;

  • Monitor weekly/monthly data reporting to ensure timely and quality data reported by health facilities (HF);

  • Ensure reliable collection, analysis, synthesis and dissemination of malaria surveillance data and maintain high quality and robust malaria database and ensure good linkages with the sub/national HMIS;

  • Work with the NMCP to enhance epidemiological surveillance, alert, and response systems at central, provincial, district and HF levels;

  • Provide technical assistance to strengthen the capacity of the Mozambique Ministry of Health (MOH), the NMCP and provinces in malaria surveillance, monitoring and evaluation.

M&E Technical leadership

  • Oversee the design of the project M&E system, related tools, survey methods, and data management;

  • Ensure access to relevant capacity development opportunities and technical assistance for those engaged in M&E;

  • Foster a data-to-action culture and upskill data analytical, visualization, and interpretational skills in the team;

  • Establish and roll out project data and service quality assurance mechanisms, and provide relevant training;

  • Participate and collaborate with surveillance, monitoring and evaluation technical working groups at the NMCP;

  • Carry out process, outcome and impact level assessments/evaluations to harness expertise in the areas of surveillance and maximize integration of insights from other contexts into the design of activities;

  • Lead MCAPS learning initiatives and facilitate knowledge transfer/cross-pollination;

  • Provide support to advocacy and communication efforts relevant to MCAPS;

  • Document program achievements and proactively share these through various channels such as written program updates, webinars, learning papers and peer-reviewed journals.

Operational, HR and Logistics Management

  • Line manage a team of M&E technical officers to ensure effective delivery of responsibilities and manage their performance, ensuring a high-performing team;

  • Oversee the management of medium to long-term consultants as agreed with the COP;

  • Represent MCAPS in relevant workshops or conferences as agreed with the COP.

Job requirements

Qualifications and Experience

  • Postgraduate degree in public health, epidemiology, biostatistics or related social science discipline or equivalent;

  • More than 5 years’ experience working in public health in developing countries within government, an international organization or research institution;

  • Previous experience working in a senior management role;

  • Direct prior experience in the management of project M&E systems;

  • Proficient in the development of data entry programs and in using statistical analysis software (EpiInfo, EpiData, Excel, Access, Stata) and experience in survey design and implementation;

  • Excellent communications and presentation skills and proficient in word-processing and data management and analytical software.

  • Desirable

  • Significant experience in project management, including, but not limited to, any formal training in project design, management, M&E;

  • Proven experience with performance improvement initiatives within national institutions and local organizations, especially in malaria surveillance and malaria M&E in low and middle-income settings;

  • Experience in designing or project managing the design of IT platforms to support disease surveillance;

  • Proficient in DHIS-2 or any other web-based information system;

  • Experience in eHealth/mHealth;

  • Experience in operational research;

  • Experience in stakeholder mapping, analysis and engagement.

Work-based skills

  • Excellent interpersonal and time management skills.

Desirable

  • Strong skills in negotiating with and engaging the MOH at all levels of the health system;

  • Ability to manage and inspire high-performing teams;

  • Familiar with US Government policies and regulations;

  • Direct experience providing supportive supervision.
