Hiring Range: Expected to be in the lower half of the range. This is the Washington, D.C. area range; candidates in other geographies will be paid in accordance within a geographic-specific range.

The Role

The Senior Project Manager (SPM) works across the organization to ensure the quality, compliant implementation of the existing portfolio of global health projects in Gabon, Madagascar, Mozambique, and Niger.  MCD’s international portfolio is currently funded by the private sector, US Department of State, US Department of Defense, foundations, and academic institutions. Working closely with the Director of International Programs, the Senior Technical Advisor, and the Program Analytics and Learning Unit (PALU) team, the SPM  ensures that projects are delivered on time, on budget, and meet both donor requirements and MCD’s quality standards for project management, data collection and dissemination, and publication of results in peer-reviewed journals.  The SPM is also accountable for cultivating relationships with potential funders, writing proposals, and winning new business that aligns with MCD’s core competencies. The SPM will be a member of MCD’s Senior Leadership Team and will report to the Director of International Programs. The SPM will supervise 4 country-based project leads. This position requires approximately 10% international travel. Strong writing and communication skills in English are required; professional proficiency in French, Portuguese, and/or Spanish is also required.

Key responsibilities of the role include, but are not limited to:

Project Management (75% LOE)  

  

Activity & Contract Management  

  • Provide leadership in the development of annual and monthly activity plans and monitor their implementation, ensuring performance to plan.   

  • Support project teams in meeting their reporting and communications requirements.    

  • Coordinate across the organization to ensure that project teams get the requisite support in a timely manner.  

  • Together with the Grants & Contracts team, ensure that the project is operating compliantly with funder contract.   

  • Establish systems for efficient management of subcontractor activities.  

  • Coordinate start-up and close-out of projects, including serving as Team Leader and/or traveling to country if required. 

 

Data Systems & Monitoring, Evaluation and Learning 

  • Coordinate with the PALU team to ensure timely implementation and adoption of centralized digital data collection systems across all country programs.  

  • Ensure country teams meet data quality standards and programmatic data informs adaptive management decisions. 

  • Work with PALU and technical teams to analyze program data and identify opportunities for course correction or scaling of activities. 

  • Lead and support the development of manuscripts for peer-reviewed publication based on program results. 

  • Monitor key performance indicators to track project progress and impact. 
      

Budget Management  

  • Develop monthly and annual budgets and work with project leadership to ensure that each project is spending +/- 90% to plan.    

  • Together with the International Program finance lead, play a leadership role in bi-annual reforecasting of all project budgets.  

  • Ensure that projects are appropriately resourced.  

  • Lead financial monitoring of sub awards.   
      

Staff Management  

  • Supervise 4 country leads, including the provision of ongoing coaching, performance management and carrying out bi-annual appraisals.  

  • Participate in or lead the recruitment and development of project staff and consultants including developing job descriptions or scopes of work.  
     

Business Development (25% LOE)  

  • Identify new business opportunities by understanding market trends and donor interest  

  • Cultivate relationships with private sector actors, foundation staff, bi-lateral and multi-lateral funders based on shared interests    

  • Develop partnerships with like-minded organizations – both international and local - for future collaborative work   

  • Lead and/or support capture visits to identify new business opportunities     

  • Serve as lead strategist, lead writer, and/or quality reviewer on project proposals as required  

Job requirements

  • Bachelor’s degree in epidemiology, biostatistics, public health, or international development required; Master’s degree preferred.  

  • Minimum of 10 years of experience working in the field of international program management, including experience supervising staff, project operations, financial management, and monitoring, evaluation, and learning.  

  • Strong quantitative and data management skills, including proficiency in Excel and statistical software (R, Stata, Python, or similar), and health information systems (DHIS2, REDCap, or similar platforms). 

  • Experience living and working in Africa would constitute an advantage   

  • Expertise in one or more global health technical areas (malaria, RNMCH, HIV, etc.)   

  • Successful experience developing partnerships and securing significant funding rrom public and private sector donors.   

  • Ability to travel internationally up to 10% of the time.  

  • Strong writing and communication skills in English; professional proficiency in French, Portuguese, and/or Spanish required.
