MCD Global Health, Inc., in collaboration with the New England Rural Health Association (NERHA), is accepting applications for a Senior Behavioral Health Program Manager. The Senior Behavioral Health Program Manager works collaboratively with the Executive Director, Chief Operating Officer, association staff, and the NERHA Board of Directors to serve diverse members across the six-state region. This pivotal leadership role is responsible for the strategic oversight, execution, and management of several key rural health programs, primarily the Rural Opioid Technical Assistance Center (ROTA). The Senior Behavioral Health Program Manager provides direct supervision and mentorship to program staff and serves as a high-level external Behavioral Health liaison for the Association.

This is a full-time, exempt, remote/home-office position, and the successful candidate must live in New England. The position requires regular travel across the six New England states for regional meetings, site visits, and conferences, with occasional national travel.

This position is grant-funded, primarily supporting the Rural Opioid Technical Assistance Center (ROTA), and includes oversight of funding agreements and federal/state grants. The current grant runs through September 29, 2029.

Salary offers may be higher or lower than the anticipated salary listed due to various factors, including the successful candidate's qualifications and experience.

Job requirements

Senior Behavioral Health Program Manager – New England Rural Health Association (NERHA)

Anticipated Salary: $75,000 - $85,000

List of Job Duties:

The Senior Program Manager will support NERHA leadership, projects, and programs by performing/assisting with the following duties:

Program Oversight & Strategic Management

  • Program Leadership: Provide comprehensive project management and strategic direction for the ROTA project and other assigned rural health initiatives.

  • Provide Technical Assistance: Conduct direct behavioral health and substance use disorder TA to rural organizations

  • Subject Matter Expertise: Serve as the lead NERHA SME for Behavioral Health and SUD/OUD. Oversee development of trainings and resources providing rural and behavioral health expertise and insight

  • Partnership Coordination: Lead regular alignment meetings with the lead grant organization and key regional stakeholders to ensure all project planning and deliverables are met. Co-lead program advisory committee.

  • Grant & Compliance Management: Oversee the tracking, completion, and submission of all progress reports, data collections, and required documentation for funding agreements and federal/state grants. Assist in or lead development of appropriate grant proposals.

  • Workforce Development: Design and manage interprofessional, community-based internship and clerkship programs for students contributing to NERHA initiatives.

Staff Leadership & Personnel Management

  • Team Supervision: Directly manage, mentor, and evaluate program staff, coordinators, and interns, fostering a collaborative and high-performing team environment.

  • Resource Allocation: Delegate tasks effectively across programs and staff to optimize workflow, ensuring milestones are achieved on time and within budget.

Outreach, Engagement & Communications

  • TTA Recruitment: Develop recruitment plan for training and technical assistance, recruit participants from rural critical access hospitals, rural health clinics, Federally Qualified Health Centers (FQHCs), and community mental health centers.

  • Community Cultivation: Facilitate deep outreach and engagement within the NERHA network, identifying and supporting underrepresented and vulnerable rural communities across New England.

  • Leadership Engagement: Interface effectively and knowledgeably with executive leadership in rural organizations about the ROTA program and NERHA more broadly.

  • Conference Integration: Lead the development of program-specific events, including integrating specialized content and in-person components into the annual NERHA Rural Health Conference.

  • Strategic Communications: Develop and implement a comprehensive outreach and communication strategy to engage the NERHA network, including promotion, marketing, newsletters, training resources, and digital campaigns.

  • Project Evaluation & Reporting: Measure project performance to identify areas for improvement, monitor progress towards deliverables, and complete reports to the lead grant organization.

Qualifications & Experience

Required

  • Education: Masters Degree in Clinical Behavioral Health, Public Health, or a related field required

  • A minimum of 5 years of progressive experience in grant-funded program management, with at least 2 years directly supervising and mentoring clinical and program staff;

  • Extensive experience working to integrate clinical and community-based wraparound services to address social determinants of health needs in rural communities;

  • Excellent attention to detail;

  • Excellent written and oral communications skills;

  • Strong budget development, expense tracking, and financial monitoring skills

  • Proficiency with computers and Microsoft Office suite (e.g., Word, Excel, PowerPoint, Project), cloud-based document management systems (e.g., Google Suite, One Drive, etc.), and with project management software tools, methodologies, and best practices;

  • Experience with contract and/or grants management and administration;

  • Demonstrated ability to work effectively, efficiently, and collaboratively in a fully remote or virtual environment.

Desirable

  • Clinical Behavioral Health Licensure (Licensed Clinical Professional Counselor, Licensed Clinical Social Worker) is highly desirable;

  • Deep familiarity with, commitment to, and/or personal experience living and working in rural communities;

  • Knowledge of/ experience with rural healthcare policy and networks;

  • Experience with community partners at the county/municipal/local level such as housing providers, transportation providers, law enforcement, food shelves, etc.

  • Live in and experience in New England.

Location and work environment

  • Status: Full-Time (Exempt), Regular Staff Position.

  • Schedule: Monday – Friday, standard business hours (with flexibility for evening or weekend events as required).

  • Location: Remote / Home Office.

  • Travel: Ability to travel regularly across the six New England states for regional meetings, site visits, and conferences, with occasional national travel.

  • Compensation: Competitive salary $75-85,000 commensurate with experience, plus a comprehensive benefits package (health, retirement, and paid time off).
