We are seeking a highly organized and proactive Laboratory Advisor. The Laboratory Advisor is responsible for providing diagnostic technical assistance and capacity building to MOH staff at all levels as well as MCAPS provincial and district staff under the USAID Malaria Capacity Strengthening (MCAPS) project, managed by the MCDI-led MCAPS consortium. The Lab Advisor will work with and support the provincial, district and health facility lab staff and APEs to improve quality of malaria diagnostics, through support supervision visits, trainings, mentoring and coaching, on-site visits to labs and provision of job aids. S/he will contribute to the National Reference Laboratory (LNR)-led malaria diagnostic QA/QC and to efforts of increasing the pool of certified lab trainers and supervisors.

Specific Job Responsibilities:

  • Contribute to the review and update of malaria diagnostic training manuals, supervision manuals, and tools 

  • Contribute to the review and update of the malaria diagnosis QA/QC manual  

  • Continuously assess laboratory technicians on malaria diagnostics, including microscopy, RDT and other diagnostic methods if applicable.  

  • Develop and implement comprehensive and blended training and supervision plans forLNR nucleus, laboratory technicians, health facility staff, and APEs on malaria diagnostics. Strengthen and continuously review the capacity and progress of provincial nucleuos to conduct regular malaria diagnostics refresher trainings (MDRT) of laboratory technicians, and to conduct regular supportive supervision visits to health facilities, including follow-up and mentoring to address gaps. 

  • Develop and implement malaria diagnostic external and internal QA/QC plan for the provincial and district level 

  • Support NRL to prepare/expand, validate and manage a malaria slide bank.  

  • Support the National Reference Laboratory to conduct national external competency assessment for malaria microscopy (ECAMM) for certification and re-certification of malaria microscopists to create a pool of trainers and supervisors. 

  • Contribute to setting up and implementing trainings of trainers and trainings of supervisors. 

  • Review progress and performance of the microscopy quality assurance/quality control (QA/QC) system and its implementation 

  • Develop and implement an expansion plan for nucleus staff at the provincial level 

  • Support the provincial MEL team to define lab technicians-, health facility staff-, and APEs related indicators on malaria diagnostics, and support the MEL team in capturing, monitoring and analyzing diagnostic related data according to the MCAPS MEL plan. 

  • Provide training on stock management (lab materials etc.) 

  • Capture and document MCAPS’ best practices on malaria diagnostics, scale them up and contribute to dissemination. 

  • Participate in all provincial level meetings convened by the MCAPS Provincial Coordinator, and in relevant meetings at other levels (e.g. national, district). 

Job requirements

Knowledge, qualifications and skills include:

  • Bachelor’s degree in biology or related field.

  • Valid level 1 or 2 WHO certification in malaria microscopy.   

  • A minimum of five years’ experience in malaria diagnosis using microscopy and RDTs. Experience in PCR or other malaria diagnosis methods is an asset. 

  • A minimum of 5 years’ experience providing capacity building support and TA to MOH laboratory, health facility and/or community level staff. 

  • A minimum of 3 years’ experience with Quality Assurance and Quality Control in laboratory settings, preferably in malaria diagnostics. 

  • Excellent oral and written communication skills in Portuguese. English proficiency is an asset.   

  • Strong organizational and time management skills. 

  • Capacity of working in a fast pace working environment. 

  • Experiences in supportive supervision (e.g. OTSS) and malaria diagnosis trainings (e.g. MDRTs) are highly valued. 

  • Ability to travel within and outside the province.
